The easy way is to use the Xbox app included with Windows 10. . Once you’re in the app, add their info in the lower right.
However, in the Win10 app you have to have “Broadcast to Live” turned on in Options or you can’t play with someone even if you add them as a Friend.

You shouldn’t have to make a new account , just sign in with your current one. Then add your Friends.
Actually, since I’ve recently played Win10 and had to provide my Live sign-in there, I’m auto-signed on when I start the app. All I need to do is add Friends . Simple.
However, if the app is giving you fits, if you have access to any xbox, and you have a Live account, then you can sign in as you and then add a Friend there.
