Here’s a handy tool to tell you the exact percentages of the chance that you’ll get X enchant on Y tool. I use it a lot.But other then that, just pick the right level, and hope to get lucky, and as Codename said, try to enchant as soon as you hit L30, otherwise you start wasting experience. If you just defeated the Enderdragon or had been AFK at a spawner trap, then there’s no helping it I guess. EDIT:As it turns out, the best level is level 30, 8.3%. So good luck getting your pick!If you just want to settle for level I, try L15-17, there’s about 13% chance, and for a Level II enchant, try L24-26.Again, L16-20 is the best to try on a Book, but only about a 2% chance, but if you managed to get 3 of them you could anvil them together to get 3

What Does Fortune Do
The Fortune enchantment increases the amount of drops that you obtain when you break certain blocks.
For example: if you want to get more Diamonds from a Diamond Ore, you can break that block with a Fortune enchanted Pickaxe. If you do so, there will be a chance to get more Diamonds from a single block.
Keep in mind that the block itself is not a drop: this means that you wont get any extra Sand, extra Stone or Wood when you break them.
The Fortune enchantment goes from level I to level III. Each level gives you the following bonuses :
- Fortune I gives a chance to multiply drops by 2

Why Cant I Put Fortune On My Pickaxe
