Strangely, in that lake sits a full-size ocean monument with its guardians. If you somehow manage to drain out that small lake, this Ocean Monument is a readymade city or base waiting to be used.

Not to forget, the village is almost next to it, making it efficient to transport villagers and trade items. Theres also a Ruined Portal available next to the monument for you to use.
